CHEYENNE -- While Mayor Jack Spiker said in a news release last week that general fund reserves are at $9 million, only $6.1 million remains unearmarked.

When asked about providing the $9 million number to the public, Spiker said, "We're not figuring reserves any differently today than we did 12 years ago; it has always been that way."
