Hallelujah! University of Wyoming President Phillip Dubois has seen the light.

After arguing for months in favor of needs-based scholarships for Wyoming students, Mr. Dubois' office now says he supports a merit approach. But it would have to have a need-based component so that in times of tight money, low-income students would be first in line to get the limited funds.
