This is in regards to the Wyoming Tribune-Eagle's Feb. 10 editorial, "State needs a drug czar."

I agree that government officials should, indeed, be "red with embarrassment" from a report that shows after four years and the expenditure of $36.5 million that we still have developed no substance abuse program.

I disagree strongly that what Wyoming needs is a "drug czar" to develop and coordinate a plan. No mere mortal will ever overcome the bedrock bureaucracy and ...
