CHEYENNE -- An annual review of how cities fare in creating and sustaining jobs has given both Cheyenne and Casper high marks, but Casper's marks were higher.

The Milken Institute, a nonprofit independent economic think tank, ranked Cheyenne 15th of 118 top performing cities; last year it was eighth. Casper ranked fifth; last year it was 23rd.
