Having more money in state coffers doesn't necessarily make life easier for lawmakers who have the job of deciding how to spend or save it.

Rep. Larry Meuli, R-Cheyenne, serves on the Joint Appropriations Interim Committee. Meuli said the contrast between legislative sessions in 1999 or 2000 and the one starting on Monday is sharp.
