CHEYENNE -- A bill that would allow certified midwives to deliver babies in Wyoming sparked passionate arguments for and against it before getting a favorable 5-3 vote in committee Friday.

The House Labor, Health and Social Services Committee heard comments on House Bill 199, which would re-legalize the profession in the state after a two-year hiatus. Midwives had previously been allowed to practice in Wyoming since 1899.
